The General Plan Update involves four key phases:
- PHASE 1 focuses on identifying issues and opportunities to address in updating the General Plan and will result in a Vision Statement and Guiding Principles that describe Los Altos’ shared values and vision for the future.
- PHASE 2 will explore different options for achieving the vision. Several different alternatives for land use and circulation will be evaluated and a preferred land use plan and key strategies to guide the General Plan Update will be identified, based on extensive community engagement.
- PHASE 3 involves the creation of a draft general plan based on the vision, land use plan, and key strategies from prior phases. This phase also involves completion of an environmental impact report that identifies potential environmental impacts and strategies to reduce or avoid them.
- PHASE 4 involves public review of the draft documents and formal hearings before the Planning Commission and City Council prior to adoption of the updated General Plan.
The graphic below shows project timing. Adoption is anticipated in late 2027.
